State announces 2011 tornado disaster relief funding for counties

MONTGOMERY ? Northeast Alabama home owners may be eligible for up to $25,000 in financial assistance for their tornado damage in 2011.

Jim Byard, director of the Alabama Department of Economic and Community Affairs, on Thursday said eligible owners of single-family homes in 30 tornado-stricken counties can get up to $25,000 to help them recover from the April 2011 tornadoes.

The money can be used to repair or even help replace a home.

Byard said Alabama has up to $8 million for homeowners in 30 counties. ?Although it has been nearly a year-and-a -half since these storms struck, many Alabamians are still hurting and need help,? he said at a news conference.

The Alabama Rural Coalition for the Homeless in Montgomery is the contact organization for homeowners in Cherokee, DeKalb, Etowah, Marshall and St. Clair counties who had tornado damage or destruction and have not been able to get any other type of aid.

?We provide service for Alabamians in need,? said ARCH Executive Director Felicia Watkins-Jackson. ?We?re able to help survivors with unmet needs.?

Jackson said as many as 200 to 300 homeowners may be eligible for aid in her territory that includes central Alabama counties as well.

She said efforts are under way to work with agencies in Northeast Alabama to find eligible homeowners. Currently anyone interested can call toll free at 1-888-241-1266 or by dialing 211 and follow the prompts.

Priority will be given to low-income, elderly and disabled, households with children and displaced persons, Byard said.

Applicants will not get money, but their repair or home replacement needs will be disbursed by ADECA.

Applicants will need to prove they owned a residence that was damaged by the April 2011 tornadoes, and to show their income and verify they have not received any other type of funding or reimbursement to fix or replace their structure.

Byard said 253 people died and 2,200 were injured by the April 27, 2011, tornadoes. He said 6,237 houses and 1,275 mobile homes were destroyed.

LevelUp unveils payment docks that take both NFC and QR codes, leave out the guesswork

Most stores accepting mobile payments usually have to take just one format, whether it's Google Wallet, Square or another flavor that you probably can't use. LevelUp is convinced you shouldn't have to choose platforms: it just revealed a new payment dock that will recognize both the company's existing QR code system as well as NFC. It's much easier sight on the eyes than typical NFC terminals, to boot. Just don't expect a one-for-one recreation of systems like Google Wallet or Isis. Rather than expose your banking details by holding them in a chip, LevelUp's NFC is just used to move the transaction along -- if it's used to get things started, shoppers can either switch to a QR code or complete the transaction with a second tap. The company is mostly planning to replace its existing payment points across the US with the NFC-aware models. Bluetooth 4.0 is an option for the future, however, which could make LevelUp even more of a Swiss Army Knife for the world of mobile commerce.

Advocates seek college aid for state?s illegal immigrants

SEATTLE ? With the federal government giving young illegal immigrants brought to the U.S. as children a chance to stay in the country, advocates in Washington state are relaunching efforts to open state financial aid to college students who don?t have documents.

"Now these kids can live and work here without fear of deportation," said Ricardo Sanchez, chairman of the Latino/a Educational Achievement Project, the main group behind the effort. "The financial aid makes more sense."

But Sanchez faces an uphill battle in Olympia.

The state?s financial aid pot ? the needs grant program ? is already strained after years of economic woes and rising tuition costs. Despite lawmakers providing additional money, more students who qualify aren?t getting aid because demand keeps growing.

More so, state financial aid is often tied with federal aid, something that students who qualify under the program can?t apply for.

Add the reluctance by lawmakers, including conservatives ones, and opposition from some constituents to give financial aid to students who entered the country without proper documentation.

"The state is in the hole by significant amounts of money. We?re gonna give significant resources to people who I think were given illegally a legal status," said Bob West, chairman of Grassroots of Yakima Valley, a tea party group that started as an organization to lobby for strict immigration enforcement in Olympia.

West, who three years ago testified against a similar bill, said that expanding the eligibility would act as further encouragement for immigrants to come to the country away from official channels.

"I realize that families come here and come here with small children, who are obviously not making the choice," said Craig Fisher, another member of West?s group. "They come here to have a better life, if they come here for that and if the children and the children are benefited, that?s another incentive for the parents. I think it?s better if we approach it for the standpoint of legal immigration."

In June, President Barack Obama?s administration announced that young illegal immigrants brought to the United States as children are able to apply for two-year permissions to stay in the country if they meet certain requirements.

The Obama administration?s Deferred Action for Childhood Arrivals could expand the rights of more than 1 million young illegal immigrants nationwide. They are able to apply for work permits as well, though they don?t obtain legal residency here or a path to citizenship. Under the rules, people who qualify for the program can also be current students.

Dovetailing with the new program, Sanchez plans to lead an effort to get a measure passed in Olympia during the next legislative session that would make young illegal immigrants eligible for state financial aid. He tried in 2009, but the measure didn?t make it past committees controlled by Democrats.

Sanchez said the amount money that the new allocation would increase is small compared to the overall pot.

Sanchez argued that these students and their parents have contributed their share to Washington?s economy. They pay taxes ? the chief source of income for the state?s general budget. And many of the students who would benefit are children of agricultural workers, who help maintain one of the state?s chief economic sectors.

"What?s at stake is giving kids hope," Sanchez said. "Often times for any child in poverty, they don?t understand what higher education means or what it costs, it?s especially true for undocumented students, especially for their parents who don?t have the slightest clue. If kids grow up saying to themselves, I?m not going to college because I?m an illegal alien ... it becomes a self-fulfilling prophecy."

Students who are illegal immigrants already qualify for in-state tuition.

The state estimated in 2009 that making illegal immigrants who are students illegible for financial aid would cost about ?$7 million by the 2011-13 budget cycle. State analysts assumed the change in eligibility would add more than 1,000 students statewide in any given year.

But Rachelle Sharpe, director of financial aid at the Washington Student Achievement Council, said it?s really not known how many students who are illegal immigrants are in the state, much less if they would apply for college.

Those estimates, she said, were given to provide lawmakers an idea of increment.

Should the bill pass, the added students would likely be absorbed into the already growing demand for state financial aid. Even if eligibility is expanded to these students, it?s not guaranteed they would receive aid.

Only 2 percent of all students who receive state grants only get state money, she said.

Students who qualify for the program cannot apply for federal student aid, said U.S. Department of Education spokesman Justin Hamilton.

In 2011-12, the state needs-grant pot was ?$266 million, according to the Washington Student Achievement Council.

The agency estimated that it number would increase to more than $300 million in the following year.

About 74,000 students received the state needs grant, but more than 31,000 who were eligible did not receive funding in the 2011-2012 school year, the agency reported.

Sen. Phyllis Gutierrez Kenney, a Democrat from Seattle, said there seems to be more support in the senate this year, which would be a bigger hurdle to pass than the lower chamber, if the current Democrat-Republic split holds.

"We want to see more kids graduate from high school," Kenney said.

Kenseth makes move to Joe Gibbs Racing official

HUNTERSVILLE, N.C. (AP) ? Matt Kenseth opened this season with a second victory in the Daytona 500, and it didn't take him long to establish himself as a legitimate championship contender.

But before the midpoint of the season, Kenseth had decided he no longer wanted to drive for Roush Fenway Racing. On Tuesday, nearly two months after RFR said Kenseth was leaving, the driver finally confirmed he's moving to Joe Gibbs Racing at the end of the season.

"Surprise," he said as he entered a JGR news conference, a dry quip at one of the worst kept secrets in NASCAR.

Kenseth was deliberately vague, though, as to why he's leaving RFR after 13 full Cup seasons. He's never driven for anyone else at NASCAR's highest level, and paired with Jack Roush won 22 races, a pair of Daytona 500s and the 2003 championship.

"I knew it would not only be a good fit, but it's about winning races and winning championships and you want to put yourself in a position to be competitive going forward," Kenseth said. "I felt like this was it."

But he was winning races and he was competitive at Roush, where the 40-year-old Kenseth is considered one of NASCAR's elite drivers. Pressed as to what JGR offered, Kenseth knew he wasn't going to give a clear answer.

"There's just a lot of different things that go into that. It's about 2013 and beyond," Kenseth said. "I felt like and I feel like (Gibbs) was the right place for me. I know without a doubt at all it's the right place for me to be."

Kenseth was in the final year of his contract with RFR, and every one of his previous deals with Roush had been extended before he'd gotten to the final season. But he indicated Tuesday things "got cloudy" after his Daytona 500 victory.

Enter JGR, who has room for a fourth car but was also eager to add an upgrade to its lineup.

"When we realized there might be a possibility to get Matt, we realized it would be foolish not to do that," said team president J.D. Gibbs.

Kenseth said it was RFR's decision to announce in June that Kenseth was leaving at the end of the year and would be replaced in the Sprint Cup Series by defending Nationwide champion Ricky Stenhouse Jr.

Then it was Joe Gibbs Racing's decision on when it was ready to announce Kenseth had signed to drive the No. 20 Toyota next year. Behind the scenes, Gibbs officials were trying to figure out how to also keep Joey Logano but Penske Racing made it formal Tuesday and hired him to drive the No. 22 Ford in the Sprint Cup Series.

"I am very excited to join Penske Racing and begin the next phase of my career," said Logano, who is 22. "I am looking forward to the opportunity as it will be an honor to drive for Roger Penske and race for wins and championships."

Logano has spent four seasons in the No. 20, and JGR wanted to keep him even after signing Kenseth. But they didn't have the pieces in place for a fourth full-time Cup team, and AJ Allmendinger's failed drug test opened the No. 22 seat at Penske Racing that Logano pursued.

"We felt like if we could get Joey into a full Nationwide deal and add some Cup races, we'd be in good shape," said J.D. Gibbs. "When the 22 car opened up, we knew it might look different."

Kenseth is expected to pick up some of the Nationwide races that Logano ran in a shared ride with Denny Hamlin and developmental drivers, and team owner Joe Gibbs said the organization will field two other Nationwide teams that will run for the title. He said the drivers would be announced at a later date, but Elliott Sadler is believed to have locked down a deal already.

Kenseth will be the third driver in the Cup lineup that includes Hamlin and Kyle Busch.

Both Hamlin and Busch are eager for Kenseth to step into the program and add some leadership that's been lacking since three-time champion Tony Stewart left after the 2008 season.

But, Busch said they'll miss Logano.

"I love Joey to death, I think he's one of the best and he's one of the hardest working drivers out there," Busch said. "I wish Joey would stay, but obviously if there's something better out there for him, he's got to do what's best for him."

Obesity weighing on America ? Latin America, that is

The fattening of Latin America mirrors a global pattern that has left some 1.5 billion adults overweight. Now, from Mexico to Chile, it's triggering a political response.

It's a gloomy day in downtown Santiago, Chile. Men and women in dark clothes hustle down a pedestrian mall, rushing back to work as their lunch break ends. But for many children, the gray scene is pierced by a beacon: a local McDonald's restaurant with bright, wall-sized posters of ice-cream cones and hamburgers, a warm entryway, and especially the promise of children's meals with toys tucked inside.

If Chilean Sen. Guido Girardi has his way, however, there will be no more "Ice Age" figurines or other cartoon-movie icons to tantalize tots. Senator Girardi filed a complaint Aug. 1 against McDonald's, Burger King, and Kentucky Fried Chicken for allegedly marketing to children using toys, and demanded that the nation's health ministry crack down on food manufacturers that use stickers, games, or other child-friendly paraphernalia to draw in the youngest consumers.

The move comes as Chile's waistline continues to expand. With a quarter of Chileans registering as obese, the Andean country's residents are now almost as overweight as the British, and quickly catching up to North Americans.

Recent studies show almost a quarter of first-graders in Chile are clinically obese, which means they have a body mass index (BMI) ? their weight in kilograms divided by the square of their height in meters ? of 30 or more.

Chile is not alone in Latin America. Mexico is vying with the United States for the distinction of being the world's heaviest nation, depending on which demographic is being studied. Only North America exceeds South America in terms of how heavy the population is. Even in Central America, where some countries are more associated with malnutrition, obesity rates are increasing.

The fattening of Latin America follows global patterns that have rendered 1.5 billion adults worldwide overweight or obese: Women are working outside the home, free trade has meant easy access to processed foods and sweetened beverages, jobs are more sedentary, and kids have moved from the soccer field to the television set. And with incomes rising in low- and middle-income countries, obesity is something that developing-world politicians will increasingly have to battle as food and beverage manufacturers eye new markets.

"There is an increased push by global food companies," says Barry Popkin, a global nutrition expert at the University of North Carolina at Chapel Hill. "Because of growing incomes in Brazil and all the growth in China," he cites as two examples, "they are putting their efforts there now."

Mexico saw one of the quickest increases in obesity rates in the world between 1990 and 2010.

A diet that used to be based on corn and beans, flavored with tomatoes and peppers from the fields, is now increasingly industrially packaged. Fried food is everywhere, with the prices of cooking oils way down. At almost any time of the day, children and adults alike snack on everything from supersize juices to cobs of corn smothered in mayonnaise. Coca-Cola is gulped in vast quantities: Mexico is the biggest consumer of the soda on the planet.

According to Mexican government statistics, 70 percent of Mexican adults are overweight or obese (29 percent of that tally are obese). More than one-quarter of children ages 5 to 11 are overweight. Forty percent of children and adolescents do not exercise. The difference between an overweight and obese BMI is a jump from 25 to 30 on the index.

Though obesity has historically been higher in the developed world, studies have shown that obesity rates in Latin America have exceeded those in many developed countries, says Jason Nagata, a medical student at the University of California, San Francisco who has conducted obesity research in Guatemala.

In this Central American country, which has had one of the highest rates of malnutrition for children in the world, the prevalence of residents who are overweight or obese increased from 34 percent in 1995 to 45 percent in 2002.
