Evidence mounts that the U.S. real estate market has finally reached ...

The Federal Housing Finance Agency (FHFA) released its monthly report today on U.S. home prices in May, based on its House Price Index (HPI) for houses financed or guaranteed by Fannie Mae or Freddie Mac. According to the FHFA, home prices increased in May by 0.8% from April to an index level of 188.06, which was the highest level for home prices since August 2010 (see top chart above).? The April-May increase in the HPI was the fourth back-to-back monthly price increase starting in February, and was the largest four-month increase in home prices (3.47%) since the fall of 2005.

Over the last year, home prices have increased by 3.7% since last May, and that annual gain was the largest yearly increase in home prices since September 2006, almost six years ago (see bottom chart).

In related housing news today, leading real-estate information provider Zillow reported that its Home Value Index increased in the second quarter by 0.2% from last year, marking the first annual gain in its measure of home prices since 2007.? Zilllow?s chief economist Stan Humphries declared that the increase in home prices for the first time in almost five years means that the U.S. real estate market has finally reached a bottom and has now entered a new period of gradually increasing home values.

Syria unleashes helicopters on rebels in Aleppo

BEIRUT (AP) ? With warplanes circling overhead, Syrian attack helicopters pounded rebel-held neighborhoods in Aleppo on Tuesday in an escalation of the battle for the country's commercial capital and largest city, residents and activists said.

Following a pair of rebel assaults on the country's two main cities and a bombing that wiped out some of his top security last week advisors, President Bashar Assad on Tuesday reshuffled his top intelligence posts, dismissing one general and appointing a new national security council chief to replace the one killed in the blast.

The Syrian regime, deeply shaken after last week's stunning attack on Assad's inner circle and rebel advances, has turned to heavy weapons like artillery and helicopter gunships to uproot the opposition fighters in Damascus and now in Aleppo, Syria's largest city at around 3 million.

"It's like a real war zone over here, there are street battles over large parts of the city," said Aleppo-based opposition activist Mohammed Saeed by telephone as the sound of gunfire and explosions could be heard in the background. "Aleppo has joined Homs and Hama and other revolutionary cities."

Four days into the rebel attack on Aleppo, Saeed estimated that the opposition fighters were holding large chunks of the city.

Facing a resilient opponent, the government responded Tuesday with attack helicopters to pound rebellious neighborhoods, and fighter jets circling overhead periodically roared down and broke the sound barrier in an apparent attempt to cow the rebels.

"It's the worst day of fighting in Aleppo so far, but I can't tell what's happening on the ground or who's in control," said a local writer in the Zahra neighborhood, about 3 miles (5 kilometers) from some of the heaviest clashes.

"This is bad because in the end it's the civilians who will pay the price of this street fighting," he added on condition of anonymity for fear of reprisals.

For the time being, Syria's rebels, outmanned and outgunned by the regime's professional army, appear to be holding out in Aleppo. The battle has spread from neighborhoods in the northeast and southwest of the city to previously untouched areas like Firdous in the south and Arkoub closer to the center, local activists and the Britain-based Syrian Observatory for Human Rights said.

On Sunday, a newly formed alliance of rebel groups called the Brigade for Unification announced an operation to take the city. While the rebels have not shown themselves able to hold neighborhoods for any significant period of time, the continued fighting highlights the government's inability to definitely defeat the lightly armed opposition forces.

Prisoners in Aleppo's jail also rioted overnight and activists said at least eight have been killed by government forces. Another prison riot in the city of Homs was quelled with tear gas and live ammunition.

The worsening situation in Syria, where activists estimate more than 19,000 people have died since March 2011, has prompted increasing concern and veiled threats from Syria's neighbors.

Monday night, Turkish Prime Minister Recep Erdogan told a party rally that "we believe that the people of Syria are ever closer to victory," while in Saudi Arabia, a country that has openly pledged to fund rebels, state television announced the country had collected $32 million in donations for "our brothers in Syria."

Israeli Prime Minister Benjamin Netanyahu over the weekend expressed fears that Syria's chemical weapons could fall into the hands of the Iranian-backed militant group Hezbollah and hinted at intervention, though on Tuesday, senior Defense Ministry official Amos Gilad asserted that Syria had "complete control" over its unconventional weapons.

Iran then waded into the fight Tuesday with a warning by the commander of the powerful Revolutionary Guards, Gen. Masoud Jayazeri, to retaliate if any Arab countries intervened against Syria.

For its part, Syria warned the international community Monday that it had chemical weapons and would use them in the case of any foreign aggression.

In a speech before a veterans' association in Reno, Nevada, President Barack Obama cautioned Syria against unleashing its non-conventional arsenal.

"Given the regime's stockpiles of chemical weapons, we will continue to make it clear to Assad and those around him that the world is watching, and that they will be held accountable by the international community and the United States, should they make the tragic mistake of using those weapons," he said.

Assad on Tuesday reshuffled the generals at the core of his regime's highly secretive security apparatus. A government official said that Assad appointed Maj. Gen. Ali Mamlouk, the former head of General Intelligence, to the key post of head of the National Security Council. His predecessor, Maj. Gen. Hisham Ikhtiyar, died of wounds sustained in last week's bombing.

Maj. Gen. Abdel Fattah Qudsiyeh, the former head of Military Intelligence, was named the council's deputy chief, replacing a general who was apparently fired. The EU has imposed sanctions on Qudsiyeh for his role in the crackdown on the uprising. The official spoke on condition of anonymity in order to discuss security matters.

TORONTO (AP) -Terry Dunfield scored in the fifth minute stoppage time to give Toronto FC a 3-2 win over Vancouver on Wednesday night after a goalkeeping gaffe by Toronto seemed to give the Whitecaps a gift tie.

At the end of 90 minutes, Milos Kocic tried to punch away a high cross with one hand and missed it, leaving Darren Mattocks a clear header that sent the ball looping into the goal.

But Dunfield, a former Whitecaps player, rose and headed in the winning goal off a corner with just seconds left for a result to redeem Sunday's 3-0 loss to Philadelphia.

"As I've said many times this week, the brain is an unbelievable thing that keeps those legs going as far as football is concerned," Toronto coach Paul Mariner said. "It's all about the state of mind. If you keep telling yourself that you're tired, then you are tired. But if you're willing to drive on, as we did for 90-plus minutes tonight, then anything's possible.

"I asked the players for a response from Philadelphia because that wasn't us and I think that we all got it."

Past the four minutes of stoppage time added on before Vancouver's tying goal, Toronto won a corner. Dunfield, a former Vancouver player who scored against Toronto in the Whitecaps' MLS debut last season, rose majestically and headed in the winning goal off a Frings corner in the fifth minute of injury time.

"Probably the best feeling in my soccer career. That was incredible," Dunfield said. "It's been a long, tough season for us at the bottom there but the guys showed a lot of character to come back twice today."

Until then, it seemed as if goals by Torsten Frings and rookie Luis Silva three minutes apart in the second half would give Toronto FC a 2-1 win.

Frings' go-ahead goal came in the 72nd minute. Goalkeeper Joe Cannon hit the turf after punching away an Eric Avila cross. The ball came to Frings and the former German international hammered home a right-footed shot from outside the penalty box.

Silva, who was influential all game, made it 1-1 in the 69th minute with his first MLS goal, sticking out a foot to deflect in Ashtone Morgan's cross.

Vancouver defender Lee Young-Pyo had a glorious chance to tie the game in the 85th minute but his shot rattled the right post.

Vancouver (8-5-6) had opened the scoring in the 50th minute after midfielder Barry Robson carved open the Toronto defense with a through ball to Mattocks, who seemed to have butchered the chance when his scuffed shot was stopped by Kocic as a nearby defender went flying.

But the ball bounced back to the rookie striker and Mattocks moved toward the line and slotted the ball into the empty net from a tight angle to kick off what turned out to be a wild night.

In the end, Toronto got the result they seemed to deserve.

"I told Terry I owe him dinner," Kocic said. "He really stepped up for me and for the team and for everybody.

According to Apple, the new category will include ?apps that help users cook and bake, mix drinks, manage recipes, find new restaurants and bars, and learn what their friends like to eat and drink?. Food & Drink won?t include diet, grocery shopping, coupon clipping, or food-related game apps.

The new category is now live in the App Store [Link] and features over 2800 Paid and 4000 Free apps in the iPhone section and over 1200 Paid and 1000 Free apps in the iPad section. Apple has been contacting developers with relevant Food & Drink apps over the past few weeks to prepare for the new category.

Eva Rausing Dead: U.K. Billionaire Hans Kristian Rausing Investigated In Wife's Death

LONDON -- Investigators were conducting further tests Wednesday in a bid to shed light on the death of Eva Rausing, one of Britain's richest women, whose body was found in her west London home.

Her husband, Hans Kristian Rausing, has been arrested in connection to suspected drug crimes and police want to question him about the circumstances of his wife's death. He is currently receiving medical treatment in a London hospital. Police have not indicated that Eva Rausing's death was a result of foul play or that a crime was committed.

U.S.-born Eva Rausing, 48, and her husband were wealthy philanthropists who have both waged a long battle against drug addiction. They were arrested on drug charges in 2008 after Eva Rausing was caught trying to smuggle crack cocaine and heroin into the U.S. Embassy in London in her handbag.

Hans Kristian Rausing, 49, is an heir to the Tetra Pak fortune his father built as a globally successful manufacturer of laminated cardboard drink containers.

Police found Eva Rausing dead at her multimillion-pound (dollar) London home on Monday. Initial post-mortem examinations Tuesday failed to establish a formal cause of her death.

The Metropolitan Police said officers arrested a 49-year-old man Monday in connection with the case. Police did not release the man's name but offered details of the arrest in response to a question about Hans Kristian Rausing.

They said they arrested the man on suspicion of drug possession, and that a subsequent search of an address in London's upmarket Belgravia neighborhood related to that arrest led to the discovery of Eva Rausing's body later that day.

Police said he remained under arrest Wednesday but was receiving medical attention at a location away from a police station. They would not say if the man was under guard.

Eva Rausing's parents, Tom and Nancy Kemeny, and the rest of her family paid tribute to a "devoted wife" and mother of four "much loved and wonderful children," saying they were devastated over her death. Their statement also alluded to her struggles.

"During her short lifetime she made a huge philanthropic impact, supporting a large number of charitable causes, not only financially, but using her own personal experiences," the family said in a statement. "She bravely fought her health issues for many years."

A statement from her in-laws, Hans and Marit Rausing, said they were "deeply shocked and saddened to hear of the tragic death."

Eva Rausing supported a number of charities that helped to fight addictions. One of them ? Action on Addiction ? was among the first to express sadness over her death and praise her "wonderfully generous" support over the years.

She also was listed as a long-time supporter of The Prince's Foundation, part of a group of nonprofit charities that have Prince Charles as their patron. His office said the prince was told of Rausing's death but did not offer further comment.

In a diplomatic scandal in 2008, Eva Rausing was arrested outside the U.S. Embassy in for reportedly trying to bring crack cocaine and heroin into building in her handbag. Police later found small amounts of cocaine, crack and heroin in a search of the couple's house. They were charged with drug possession but prosecutors later agreed to drop the charges in exchange for formal police warnings.

At the time, the Rausing family issued a statement saying relatives were "deeply saddened" by the couple's drug problems and hoped they could overcome their addictions.

Hans Rausing's Swedish father helped transform Tetra Pak into a hugely successful manufacturer. The fortune of the senior Rausing and his family is estimated at 4.3 billion pounds ($6.7 billion) by the Sunday Times Rich List.

BAGHDAD (AP) ? The U.N.'s special envoy on the Syrian crisis sought to build support for his peace efforts Tuesday with the leaders of Iran and Iraq, saying President Bashar Assad has agreed to a plan to quell the bloodshed in the most violent areas of Syria and then expand the operation to the whole country.

Top diplomat Kofi Annan said at a news conference in Iran that the plan still must be presented to the Syrian opposition. But he said his talks with Assad a day earlier focused on a new approach to ending the violence, which activists say has killed more than 17,000 people since March 2011.

"(Assad) made a suggestion of building an approach from the ground up in some of the districts where we have extreme violence ? to try and contain the violence in those districts and, step by step, build up and end the violence across the country," Annan told reporters in Tehran, his first step on a tour of Syria's allies. He did not elaborate on the plan.

Annan later visited Iraq and met Prime Minister Nouri al-Maliki to discuss ways to end the fighting.

"I think we've all watched the tragic situation in Syria, the killings, the suffering of the people," Annan said in Baghdad. "And everyone I've spoken to shares the concerns and the needs for us to stop the killing."

The conflict in Syria has defied every international attempt to bring peace, and there was no sign that the plan Annan described Tuesday will be a breakthrough. Although the Assad government's crackdown has turned the Syrian president into an international pariah, he still has the support of strong allies such as Russia, Iran and China.

There is little support for military intervention of the type that helped bring down Libya's Moammar Gadhafi, and several rounds of sanctions and other attempts to isolate Assad have done little to stop the bloodshed.

Still, Annan's latest efforts to reach out to Syrian allies suggest he sees them as integral to solving the crisis.

Annan was scheduled to brief a closed meeting of the U.N. Security Council by videoconference from Geneva on Wednesday on his meeting with Assad and visits to Iran and Iraq.

The council must decide in the coming days whether to extend the mandate of the U.N. observer force in Syria, which expires on July 20.

In New York, a U.N. diplomat, speaking on condition of anonymity because he was not authorized to speak publicly, said that Russia has circulated a draft resolution to the U.N. Security Council that would extend the U.N. observer force in Syria but refocus its activities on trying to achieve a political solution to the conflict.

Since Assad took power following the death of his father, Hafez, in 2000, he has deepened cultural, political and economic ties with Iran, making it Syria's strongest regional ally. Tehran, in turn, has boosted Assad's military, providing it with advanced communications technology and weapons.

All of this makes Iran unlikely to support change in Syria.

On Tuesday, Annan said Tehran has offered its support to end the conflict and must be "part of the solution."

"My presence here proves that I believe Iran can play a positive role and should therefore be a part of the solution in the Syrian crisis," Annan told reporters in Tehran after meeting with Iranian Foreign Minister Ali Akbar Salehi.

Annan said he has "received encouragement and cooperation" from the Iranian government but did not elaborate. Salehi also did not spell out what Tehran was willing to do to help tame the violence.

Annan's gestures to Iran in particular appear to oppose the approach of Washington, which has rejected Iran's participation in helping solve the crisis.

State Department spokesman Patrick Ventrell said the U.S. doubts Iran will be able to play a constructive role.

"If the Iranian regime wants to stop giving direct material support to the Syrian killing machine ... we would welcome that. We're not at that point yet," he said Monday.

Some have said Annan's tour of Syria's allies smacked of betrayal.

Rajeh Khoury, a columnist in Lebanon's leading An-Nahar newspaper, wrote that Annan's actions "give the Syrian regime more time to accomplish the impossible task of crushing the uprising militarily."

"His insistence on making Iran part of the solution at a time the opposition sees Iran as part of the problem is extremely dangerous," Khoury said.

The conflict in Syria is complicated by sectarian tensions. Sunnis make up most of Syria's 22 million people, as well as the backbone of the opposition. But Assad and the ruling elite belong to the tiny Alawite sect, an offshoot of Shiite Islam.

Iraq's prime minister is a Shiite, and Iran is a Shiite powerhouse in the region.

The six-point peace plan Annan brokered earlier this year has failed to gain traction on the ground in Syria.

Government forces and rebels have widely disregarded a cease-fire that was to begin in April, and spreading violence has kept nearly 300 U.N. observers monitoring the truce stuck in their hotels in Syria.

Annan stressed the urgency of finding a solution to the crisis.

"If we don't make a real effort to resolve this issue peacefully and it were to get out of hand and spread in the region, it can lead to consequences that none of us could imagine," he said.

Salehi said Tehran backs the rights of the Syrian people but opposes military intervention. He also blamed the conflict's increasingly chaotic violence on the meddling of foreign powers.

"Unfortunately, the unwise interference of others has caused the situation in Syria to remain critical," he said. "The worsening of the situation should not happen. It would not benefit anyone in the region."

In other diplomatic efforts, an announcement posted on the Facebook page of the opposition Syrian National Council said a high-level delegation from the group, led by its head, Abdelbaset Sieda, was traveling to Moscow to discuss the situation in Syria with Russian officials. It gave no further details.

The International Committee of the Red Cross said one of its Syrian staff was shot and killed Tuesday while riding in a clearly marked ambulance in eastern Syria. It did not say who shot him.

The group said it was second time in a month that one of its workers had been killed and called on all sides to protect medics.

The Syrian conflict also has spilled outside the border several times. On Tuesday, the Lebanese army said shells were fired into Lebanon from Syria during an overnight exchange of fire along the countries' frontier.

The Red Cross and Lebanon's national news agency said a Lebanese and two Syrians died ? one from a heart attack and two others when their motorcycle hit a car in the Wadi Khaled area, where the clashes took place.

The Lebanese government decided at a Cabinet meeting Monday night to boost the army's presence along the volatile border, where shells fired from Syria have killed and wounded several Lebanese in the past few weeks.

Syria says the frontier is being used for smuggling weapons to rebels.

Also Tuesday, Jordan opened a new refugee camp near the border with Syria to handle the growing number of people fleeing the deadly violence.

The U.N. refugee agency had appealed to Jordan to accommodate the increased flow across the frontier, but the government in Amman has been reluctant to set up refugee camps, possibly to avoid angering Assad's regime.

The new camp in the northern border town of Ramtha had to be set up because Syrian refugees could no longer be absorbed into border communities, said Jordanian Information Minister Sameeh Maaytah.

Since the uprising began, Jordan has sheltered 140,000 Syrian refugees. Lebanon hosts about 30,000 Syrians and Turkey has taken in tens of thousands of others.

(AP) ? It was a provocative finding: strange bacteria in a California lake that thrived on something completely unexpected ? arsenic. What it suggested is that life, a very different kind of life, could possibly exist on some other planet.

The research, published by a leading scientific journal in 2010, led to overheated speculation about how life might exist elsewhere ? and quickly some dissent about the original finding.

On Sunday, that same journal, Science, released two papers that rip apart the original research. They "clearly show" that the bacteria can't use arsenic as the researchers claimed, said an accompanying statement from the journal.

The saga began when scientists led by Felisa Wolfe-Simon of NASA's Astrobiology Institute published a paper that said the bacteria, found at Mono Lake in eastern California, could grow by substituting arsenic for phosphorus. The researchers had looked at Mono Lake because of its high arsenic levels, and they reported their conclusions from lab experiments.

Their paper raised eyebrows because phosphorus was considered essential to life, while arsenic, while chemically similar, is a poison.

If the bacteria can break the rules like this, some argued, who knows what kinds of life may be possible beyond Earth?

But not everybody bought the conclusions of the paper. Last year, Science published a bunch of challenges from other scientists, and the paper has long been an object of skepticism.

For both new papers, scientists did their own tests of the bacteria. One team, led by Rosemary Redfield of the University of British Columbia in Vancouver, Canada, reports that arsenic does not contribute to the bacteria's growth. Maybe the original results came from some sort of undetected contaminant in the arsenic the researchers used, they suggest.

The other paper, from Swiss researchers, finds the bacteria to be highly resistant to the poisonous effects of arsenic but still dependent on phosphorus to grow. They concluded that in the original experiment, trace contamination with phosphorous may have let the bacteria grow.

As the Science statement summarizes the results, the new work shows the bacterial species "does not break the long-held rules of life, contrary to how Wolfe-Simon had interpreted her group's data."

Nevertheless, Wolfe-Simon, now at Lawrence Berkeley National Laboratory, stands by her research. In an email to The Associated Press, she said "there is nothing in the data of these new papers that contradicts our published data." She said her team continues to build upon its finding of the extreme resistance to arsenic poisoning.

China June commodities imports fall on month as economy weakens

BEIJING (Reuters) - China's imports of most major commodities fell in June from May's unusually high levels, providing a more accurate picture of the weakening economy and strengthening the argument for more stimulus measures, analysts said.

China is the world's biggest buyer of industrial metals and most grains. It is also the world's second largest crude oil consumer and released trade data on Tuesday.

Overall imports grew 6.3 percent in June on the year, half the rate forecast by economists, in the latest in a slew of weak economic data that has signaled the likelihood of more policy moves to support the slowing economy.

"We just need patience to see demand for commodities pick up gradually in September and October, and that will of course be at a quicker pace if the government adopts more measures to boost economic growth," said Henry Liu, head of commodity research at Mirae Asset Securities in Hong Kong.

"The major concern is any big investment in infrastructure construction may trigger overcapacity."

May's unexpectedly strong import figures were also distorted by crude oil stockpiling, vigorous refinery runs and the move of some United States stocks to bonded warehouses in China.

CRUDE OIL

Lower fuel demand and a decline in stockpiling cut June's crude oil imports by almost 15 percent on the month to 21.72 million metric tons (23.9 million tons). The daily rate of 5.29 million barrels was the lowest this year, but still 10.3 percent higher than the same period last year.

Actual demand from refineries in May also failed to match the record high imports, swelling inventories and forcing refiners to cut back on shipments in June. A lack of new storage capacity also limited stockpiling.

"Commercially, refiners have no motivation to import more crude as they are cutting crude runs," said a Beijing-based oil analyst. "Strategically, we have not seen any new state storage put into operation recently. So I don't think crude imports will rebound quickly."

But Natalie Robertson, a commodities analyst with ANZ, said the market need not be unduly troubled yet. "On a historical basis, anything above 20 million metric tons looks supportive for Brent crude prices," she said.

COPPER RETURNING TO NORMAL

Copper imports fell 17.5 percent from May to 346,233 metric tons, but were broadly in line with expectations as demand has been largely weak this year due to a decline in the appetite for manufactured goods as the global economy softens.

Europe and the United States are China's main customers and both have been beset by economic troubles.

"The June imports basically returned to the level in April, which isn't bad, considering that everyone had expected imports to ease in the second quarter due to unfavorable price differentials," Bonnie Liu, an analyst at Macquarie, said.

There was also a decline in demand for imports used as collateral for loans.

"The fall in June may be related to lower demand for imports that were used as a financing tool," said Zhang Ao, an analyst with Minmetals Futures. "The economic slowdown has cut credit demand by companies and therefore the need for such financing imports fell."

IRON ORE FALLS, SOY RISES

Iron ore imports fell more quickly than expected, dropping 8.7 percent to 58.31 million metric tons, their second lowest monthly level this year. Demand remains tepid and traders are expecting a further fall in bookings over July, with steel prices not expected to recover.

The decline also reflects the seasonal downturn in steel production in China as construction activity slows across the country during scorching summer months.

But analysts pointed out that the figure remains much higher than last year, with imports over the first six months up around 9.7 percent despite a much slower increase in steel output over the period.

"Lower seaborne prices have displaced high cost domestic ore - and Australian miners have been the main beneficiaries of this," said Sebastian Lewis, head of analytics with Steel Business Briefing in Shanghai.

China imported 5.62 million metric tons of soybeans in June, the highest since November last year and up from 5.28 million metric tons in May. However, it was far lower than the record 6.4 million metric tons forecast by a government think-tank.

Traders said shipments were being deferred because crushing margins were not particularly strong right now, and also because of anticipated shortages later in the year.

"The deliveries due for September and October are not enough to meet demand, so many are postponing cargoes until later in the year," a Beijing-based trader said.

Eugenia Clarke Harris Pleads Guilty, Details Gray 2010 Shadow Campaign

WASHINGTON -- District of Columbia Mayor Vincent Gray was elected in 2010 with the aid of $650,000 in illicit funds from a city businessman, a Gray campaign consultant acknowledged in federal court Tuesday.

Eugenia "Jeanne" Clarke Harris's guilty plea confirmed that off-the-books payments were being used to pay for consultants, supplies and other expenses supporting Gray. The expenditures were never reported, and prosecutors described the effort as a "shadow campaign."

U.S. Attorney Ronald Machen said the plea casts a darker cloud over an election that was already tainted by revelations that Gray campaign operatives made illicit payments to a minor mayoral candidate who was assailing the then-incumbent mayor, Adrian Fenty. Two Gray campaign operatives have already pleaded guilty to their roles in that scheme.

"In 2010, the mayoral campaign was compromised by backroom deals, secret payments and a flood of unreported cash," Machen said. "The people of this city deserve better. They deserve the truth."

Gray defeated Fenty by 10 percentage points in the Democratic primary and cruised to victory in the general election in the mostly Democratic city. Gray ran on a pledge to restore integrity to the office, but he has been engulfed in scandal for nearly his entire term. The mayor has not been accused of any criminal activity and had no immediate comment about Harris' plea.

Although the businessman who supplied the shadow campaign funds was not named in court, two people familiar with the investigation identified Jeffrey Thompson as the source of the funds. The individuals spoke on condition of anonymity because they were not authorized to disclose the information.

Thompson has not been charged. His attorney, Brendan Sullivan, did not immediately return a message seeking comment late Tuesday. He also didn't respond to a message from The Associated Press on Monday.

Thompson is a partner in an accounting firm and the owner of a managed care company that has the single largest contract in district government, valued at up to $322 million annually. He and his network of donors ? employees, associates and their relatives ? have been major contributors to city politicians. They've also contributed to candidates for federal office, including President Barack Obama, Hillary Clinton and Delegate Donna Christensen, who represents the U.S. Virgin Islands in Congress.

Harris, a public relations executive, is a close associate of Thompson.

None of the shadow campaign funds were reported to the district's Office of Campaign Finance, said Harris, who pleaded guilty to a federal conspiracy charge, a local conspiracy charge and a federal charge of filing a false tax return.

According to Harris' plea agreement, her co-conspirator funneled $653,000 in illicit funds through her public relations firm that she then spent on campaign materials, consultants, supplies and other expenses. The money came in between late July and Sept. 14, 2010, the day of the primary.

Gray raised $2.1 million in legitimate campaign funds for the primary, while Fenty brought in $4.9 million. The shadow campaign cut into that disparity. Some people who worked on the campaign were aware of the off-the-books effort, said Machen, who did not provide further details.

"On the outside, the shadow campaign looked like any other. What made this shadow campaign sinister was how it was paid for," Machen said. "D.C. voters had no idea who was influencing them at the ballot box."

Harris later sought to cover up the way the funds were spent by amending her company's tax returns to claim a nonexistent business relationship between her firm and her co-conspirator's company, court documents show. Before amending the returns, she had improperly deducted the campaign expenditures from her company's returns to avoid having to pay taxes on the money, the documents show.

Harris, 75, can expect to receive roughly 2 1/2 to 3 years in prison under federal sentencing guidelines. A sentencing date has not been set.

She also pleaded guilty to conspiring to make $44,000 in straw donations to Gray's campaign and more than $21,000 in straw donations to candidates for federal office in 2008. Her co-conspirator reimbursed her for those donations, the documents show. According to prosecutors, Harris and her co-conspirator have been making straw donations together at least since 2001.

Thompson could have spent large sums of money legally to support Gray by forming a super political-action committee. But Harris said her co-conspirator wished to conceal his funding of Gray from public scrutiny, in part to protect his contracts in case Fenty won.

Harris also admitted that she shredded documents that detailed her and her co-conspirator's involvement in the 2010 mayoral campaign, and that he offered last August to pay for her to leave the country for five years in order to flee the investigation. She refused, but later agreed to leave for three months and made plans to travel to Bahia, Brazil, but the trip was canceled.
